These Terms and Conditions constitute a legally binding agreement between you and phcom. By creating an account, depositing funds, or accessing any service on the phcom platform, you confirm that you have read, understood, and agreed to be bound by these Terms in full. If you do not agree with any part of these Terms, you must not use the phcom platform.

Introduction and Acceptance of Terms

These Terms and Conditions ("Terms") govern the relationship between phcom ("the Company," "we," "us," or "our") and any individual ("User," "you," or "Player") who registers an account on or otherwise accesses the phcom online gaming platform located at phcom.club and all associated subdomains, mobile interfaces, and progressive web applications (collectively, "the Platform" or "phcom").

phcom is operated under authorization from the Philippine Amusement and Gaming Corporation ("PAGCOR"), the government authority responsible for regulating and licensing all legal gambling activities in the Republic of the Philippines. phcom's operations are conducted in full compliance with applicable Philippine laws, including but not limited to Republic Act No. 9487 (the PAGCOR Charter), the Anti-Money Laundering Act of 2001 (as amended), and Republic Act No. 10173 (the Data Privacy Act of 2012).

By proceeding to use phcom in any manner, including browsing the Platform, creating an account, or placing any wager, you unconditionally accept these Terms in their entirety. These Terms are effective as of the date stated in the header of this document and supersede all prior agreements, communications, and representations between you and phcom regarding the subject matter herein.

phcom reserves the right to amend, update, or replace these Terms at any time. Continued use of the Platform following the publication of revised Terms constitutes acceptance of the revised Terms. Users are advised to review this page periodically.

Definitions

The following definitions apply throughout these Terms:

Account

The individual registered profile created by a User on the phcom Platform, granting access to gaming services and the phcom Wallet.

phcom Wallet

The internal digital wallet associated with a User's phcom Account, which records real-money balance, bonus balance, and transaction history.

Bonus Funds

Non-withdrawable promotional credits credited to a User's Account subject to applicable wagering requirements before conversion to withdrawable funds.

Real Money Balance

Funds deposited by the User using a supported payment method, net of withdrawals, which are withdrawable subject to KYC verification and these Terms.

Wagering Requirement

The total amount a User must wager before Bonus Funds or winnings derived from Bonus Funds become eligible for withdrawal, expressed as a multiple (e.g., 30×).

KYC

Know Your Customer — the identity verification process required under PAGCOR regulations and phcom policy before a User may make their first withdrawal.

PAGCOR

The Philippine Amusement and Gaming Corporation, the government-owned and controlled corporation that regulates gaming activities in the Philippines.

Prohibited Territory

Any jurisdiction in which accessing or using phcom's services is prohibited by applicable law, including jurisdictions subject to PAGCOR-imposed geographic restrictions.

Eligibility and Account Registration

Age Restriction — Strictly Enforced: phcom is strictly prohibited for use by individuals under 21 years of age. This requirement is mandated by PAGCOR regulations and Philippine law. phcom conducts age verification checks at registration and reserves the right to conduct further verification at any time. Any Account found to be registered by or used by a minor will be immediately suspended, all funds forfeited, and the matter reported to PAGCOR.

To register an Account and use phcom, you must satisfy all of the following eligibility criteria at the time of registration and on a continuous basis during your use of the Platform:

  • You are at least twenty-one (21) years of age;
  • You are a resident of or physically located within the Republic of the Philippines at the time of play;
  • You are not accessing phcom from a Prohibited Territory;
  • You are not a current employee, contractor, director, or officer of phcom, its affiliates, or any of its game suppliers;
  • You have not previously been excluded from phcom or any PAGCOR-licensed gaming platform under a self-exclusion or operator-exclusion order that remains in force;
  • You are acting in your own name and on your own behalf, and not as an agent or representative of any third party;
  • You have the full legal capacity to enter into a binding agreement under Philippine law;
  • You are not registered on PAGCOR's national problem gambling exclusion register in a manner that would prohibit your participation.

Each individual may register only one (1) Account on phcom. Registration of multiple Accounts by the same individual is prohibited and will result in immediate account suspension, voiding of all balances, and reporting to PAGCOR. phcom uses technical, behavioural, and identity-matching tools to detect duplicate accounts.

During registration, you are required to provide accurate, current, and complete information including your full legal name, date of birth, Philippine mobile number, and valid email address. phcom may at any time request supporting documentation to verify this information, including a valid Philippine government-issued identification document.

Account Obligations and Security

You are solely responsible for all activity that occurs under your phcom Account, including all wagers placed, deposits made, and withdrawals requested, whether or not you have authorised such activity. You must:

  • Keep your login credentials — including your password and any two-factor authentication codes — strictly confidential at all times;
  • Not share, sell, transfer, or otherwise permit any third party to access your Account under any circumstances;
  • Ensure that your registered contact information, including mobile number and email address, remains accurate and current;
  • Notify phcom immediately at [email protected] if you suspect that your Account has been accessed by an unauthorised party;
  • Not access phcom through any automated system, bot, script, or other non-human interface;
  • Maintain sufficient device and network security practices to prevent unauthorised access to your Account from your own devices.
phcom Security Note: phcom staff will never request your password, two-factor authentication code, or full payment card details via any communication channel including live chat, email, or telephone. Any communication purporting to be from phcom requesting such information should be reported to [email protected] immediately.

phcom implements 256-bit SSL encryption across all data transmissions, two-factor authentication via Philippine mobile OTP, device fingerprinting and login anomaly detection, and automatic account lockout following repeated failed authentication attempts. However, these measures do not relieve you of your obligation to maintain the security of your own Account access credentials.

Deposits and Payment Methods

phcom accepts deposits exclusively through the payment methods listed on the Platform at the time of deposit. Supported methods currently include GCash, PayMaya, BPI, BDO, Metrobank, and UnionBank. phcom reserves the right to add, remove, or modify available payment methods at any time without prior notice.

All deposits are processed in Philippine Peso (PHP / ₱). The minimum deposit amount is ₱100. Deposits are credited to your phcom Wallet upon confirmed receipt by phcom's payment processor. GCash deposits are typically credited instantly. Bank transfer processing times are subject to the standard operating hours and processing times of the relevant Philippine bank.

Deposit Policy: phcom does not accept deposits from third-party accounts. The funding source used for deposits must be registered in the same name as the phcom Account holder. Deposits from unverified third-party sources will be reversed and the relevant Account subjected to review.

By making a deposit, you confirm that:

  • The funds you are depositing are not proceeds of criminal activity;
  • You are the authorised owner or user of the payment method being used;
  • The funds are your own money, not borrowed money or funds held on behalf of any third party;
  • You are not using phcom as a mechanism for currency exchange, fund transfer, or money laundering.

phcom is required under Philippine anti-money laundering law to report suspicious deposit activity to the Anti-Money Laundering Council (AMLC). phcom cooperates fully with all such reporting obligations.

Withdrawals

Withdrawal requests may only be submitted from an Account that has completed phcom's KYC identity verification process. KYC verification is a one-time requirement triggered upon a User's first withdrawal request. phcom targets a KYC review turnaround of twenty-four (24) hours from the time all required documentation is received in acceptable form.

The minimum withdrawal amount is ₱200. Withdrawals must be made to the same payment method used for the most recent deposit where operationally possible. phcom standard processing times are as follows:

phcom reserves the right to conduct enhanced due diligence on withdrawal requests that it reasonably considers to be unusual or potentially suspicious, including requesting additional verification documentation. Withdrawal processing may be delayed during such review periods. phcom will notify the User of any such delay and the reason therefor, to the extent permissible under applicable law.

Bonuses, Promotions, and Loyalty Program

phcom offers various promotional bonuses and a loyalty rewards program to eligible Users. All bonuses are subject to the specific terms published on the relevant promotion page at the time the bonus is claimed. In the event of any conflict between promotion-specific terms and these general Terms, the promotion-specific terms shall prevail to the extent of the inconsistency.

General Bonus Principles applicable to all phcom promotions:

  • Bonuses are credited as Bonus Funds and are not withdrawable until applicable wagering requirements have been satisfied in full;
  • Wagering requirements are calculated on eligible real-money wagers unless otherwise specified. Wagering on games with a house edge below 2% (as determined by phcom) may count at a reduced rate toward wagering requirements;
  • Bonus Funds and any winnings derived from Bonus Funds will be forfeited if the associated Account is closed or if the wagering requirement is not satisfied within the specified validity period;
  • phcom reserves the right to limit the games and bet sizes eligible for wagering requirement fulfilment;
  • In the event that a withdrawal is requested before wagering requirements are satisfied, phcom will remove all Bonus Funds and any winnings attributable to Bonus Funds before processing the withdrawal of the Real Money Balance;
  • One bonus per household, device, and IP address unless otherwise stated. Abuse of bonus offers — including but not limited to arbitrage, use of multiple accounts, or exploitation of technical errors — will result in disqualification and account suspension.
Loyalty Points: Points earned through phcom's loyalty program are calculated based on real-money wagering at eligible contribution rates per game category. Points are redeemable for bonus credits at rates published in the loyalty program section. Points have no monetary value, are non-transferable, and expire after six (6) months of Account inactivity.

Gameplay Rules and Game Integrity

All games available on the phcom Platform are governed by their individual game rules, which are accessible within each game interface. By participating in any game, you confirm that you have read and understood the applicable game rules and accept the outcomes generated in accordance with those rules.

phcom's random number generator (RNG) games are independently certified by accredited testing laboratories. phcom's live dealer games are conducted using physical equipment (cards, dice, roulette wheels) under studio conditions that comply with PAGCOR monitoring requirements. The outcome of all games is final once a round is completed and results are confirmed by the system.

In the event of a disconnection or technical malfunction during a game round, phcom's system will attempt to complete the round automatically. Where this is not possible, the wager will be voided and the staked amount returned to the User's Real Money Balance. phcom is not liable for losses incurred due to User-side connection failures.

Malfunctions Void All Pays: In the event of a game, software, or system malfunction that results in an incorrect outcome, all wagers and payouts associated with that round are void. phcom will return the relevant staked amounts to affected Users. phcom's obligation in the case of a malfunction is limited to returning the amount wagered in the affected round.

Prohibited Conduct

The following conduct is strictly prohibited on the phcom Platform. Any User found to have engaged in prohibited conduct will be subject to immediate Account suspension, forfeiture of all balances, and may be subject to civil and criminal liability under applicable Philippine law:

  • Registering more than one phcom Account;
  • Providing false, misleading, or incomplete information during registration or at any point during account operation;
  • Using the Platform while under 21 years of age or while self-excluded;
  • Using any automated device, software, robot, spider, or artificial intelligence to interact with the Platform, place wagers, or extract data;
  • Exploiting, or attempting to exploit, any bug, error, or vulnerability in the Platform's software or systems;
  • Colluding with other players to gain an unfair advantage in any game;
  • Using the Platform for money laundering, fraud, or any other financial crime;
  • Charging back any deposit, or initiating any dispute with a payment provider in bad faith following use of the deposited funds for wagering;
  • Attempting to access the accounts, systems, or data of other Users;
  • Any conduct that phcom reasonably determines to constitute abuse of its systems, staff, or other Users.

Responsible Gaming

21+ Age Requirement: phcom is a gambling platform restricted to users aged 21 and above. Gambling involves financial risk and may be addictive. phcom is committed to promoting responsible gaming practices in accordance with PAGCOR guidelines.

phcom provides the following responsible gaming tools, accessible from your Account settings at any time without requiring contact with customer support:

  • Deposit Limits: Set daily, weekly, or monthly caps on the total amount you may deposit. Limit reductions take effect immediately. Limit increases are subject to a 24-hour cooling-off period before taking effect.
  • Loss Limits: Set maximum net loss thresholds per day, week, or month. Accounts are automatically restricted from further wagering once the limit is reached within the specified period.
  • Session Time Limits: Set maximum continuous session lengths after which you will be automatically logged out.
  • Cooling-Off Period: Temporarily restrict your Account from all wagering activity for a period of 24 hours, 7 days, 30 days, or any custom duration you specify. Cooling-off restrictions take effect immediately and cannot be overridden until the period expires.
  • Self-Exclusion: Permanently close your Account or exclude yourself from the Platform for a defined minimum period of six (6) months. Self-exclusion requests are processed immediately and are irrevocable for the selected duration. phcom cooperates with PAGCOR's national exclusion register.

Intellectual Property

All content on the phcom Platform, including but not limited to software, game code, graphics, artwork, logos, trademarks, text, audio, video, user interface designs, and databases, is owned by or licensed to phcom and is protected under applicable intellectual property laws of the Philippines and international treaty obligations.

You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the phcom Platform solely for your personal, non-commercial entertainment purposes in accordance with these Terms. This licence does not permit you to:

  • Copy, reproduce, republish, or publicly display any content from the Platform;
  • Reverse engineer, decompile, or disassemble any software forming part of the Platform;
  • Create derivative works based on Platform content;
  • Use Platform content for any commercial purpose without phcom's express prior written consent.

Any unauthorised use of phcom's intellectual property constitutes a material breach of these Terms and may result in legal action. The phcom name, logo, and associated marks are trademarks of the Company and may not be used without express written permission.

Limitation of Liability

To the maximum extent permitted by applicable Philippine law, phcom's total liability to any User for any claim arising out of or in connection with these Terms or the use of the Platform shall not exceed the total amount deposited by that User in the thirty (30) days immediately preceding the event giving rise to the claim.

phcom shall not be liable — whether in contract, tort, negligence, or otherwise — for:

  • Any indirect, incidental, consequential, special, or punitive damages;
  • Loss of profits, loss of revenue, loss of data, or loss of opportunity;
  • Losses arising from User-side technical failures including device malfunctions, network interruptions, or software failures;
  • Losses resulting from a User's breach of these Terms;
  • Losses caused by events outside phcom's reasonable control, including acts of God, government actions, telecommunications failures, or cyber-attacks.
Consumer Rights: Nothing in these Terms limits or excludes any liability that cannot be excluded under mandatory provisions of Philippine consumer protection law. Your statutory rights as a Philippine consumer are not affected by these Terms.

Account Suspension and Termination

phcom reserves the right to suspend or terminate any Account at any time and without prior notice if it reasonably believes that:

  • The Account holder has breached any provision of these Terms;
  • The Account has been used in connection with fraud, money laundering, or any criminal activity;
  • The Account holder has provided false information during registration or KYC;
  • The Account has been registered by a person under 21 years of age;
  • Continuation of the Account poses a regulatory, legal, or reputational risk to phcom;
  • phcom has received a lawful directive from PAGCOR, AMLC, or any other competent authority to suspend or terminate the Account.

In the event of termination for breach, phcom reserves the right to forfeit all Real Money Balances and Bonus Funds held in the Account. In the event of termination for reasons unrelated to User breach, phcom will process a full withdrawal of the User's verified Real Money Balance within thirty (30) business days. You may also voluntarily close your Account by contacting [email protected].

Dispute Resolution

If you have a complaint regarding your phcom Account, a game outcome, or any aspect of the Platform's service, you must first submit your complaint to phcom's customer support team at [email protected]. phcom commits to providing a substantive response to all complaints within five (5) business days of receipt.

If you are not satisfied with phcom's response to your complaint, you may escalate the matter to PAGCOR, the regulatory authority with jurisdiction over phcom's operations. PAGCOR's dispute resolution procedures are available through PAGCOR's official channels. phcom fully cooperates with all PAGCOR-mediated dispute resolution processes.

Any dispute arising from or in connection with these Terms that cannot be resolved through the above process shall be subject to the exclusive jurisdiction of the competent courts of the Philippines, applying Philippine law.

Governing Law

These Terms and all matters arising from or connected to your use of phcom shall be governed by and construed exclusively in accordance with the laws of the Republic of the Philippines, without regard to its conflict of law principles. The parties submit to the exclusive jurisdiction of the Philippine courts for the resolution of any dispute arising under or in connection with these Terms.

Where phcom operates under specific PAGCOR licence conditions that impose additional or different requirements to those set out in these Terms, such PAGCOR conditions shall prevail.

Amendments to These Terms

phcom reserves the right to amend these Terms at any time. Where an amendment is material — affecting User rights regarding deposits, withdrawals, bonuses, or account security — phcom will provide at least seven (7) calendar days' notice via the email address registered to your Account before the amendment takes effect.

For non-material amendments, such as clarifications of existing provisions or corrections of typographical errors, phcom may update these Terms without prior notice, with the amendment taking effect upon publication on this page. The "Last Updated" date in the page header reflects the most recent revision.

Your continued use of phcom following any amendment constitutes your acceptance of the revised Terms. If you do not accept a material amendment, you may close your Account and withdraw your Real Money Balance before the amendment takes effect.
